The next national model energy code from the International Code Council will include an optional appendix describing requirements for zero emissions in new construction commercial and high-rise residential buildings. The appendix will require on-site renewable energy to achieve zero emissions, or the purchase of energy credits for a period of 20 years. The appendix is intended to provide communities that have pledged to meet the emissions reduction targets of the 2015 Paris Agreement a standardized and enforceable mechanism to do so.
